It means that eu goods go into the republic and with no tariff or customs into northern Ireland.
But if they are to go to the rUK it faces tariffs and customs checks. And vice versa.
So northern Ireland is part of the eu in the same way that the Vatican is part of the eu, I.e legally no and not following the eu law or ecj, but part of the customs union
