The place was full as far as seating capacity.
There were 2-3000 people standing on the floor.
IF those people were seated the arena would have been full.
The state fire marshal limits the capacity of the building.
The pictures with the empty seats were at the end of the speech when thousands had moved down and stood anywhere they could to get close to Trump. For example, the aisle to my left was full of people standing. I was directly right of the stage.
The upper level behind the stage emptied out and people moved down a stood on the lower level. People moved around unless you had good seats like me.
