The way I see it is that DOJ and the FBI are so polluted from top to bottom with Deep State operatives, that their plan is to stall and foot drag, hoping that a Democrat will be elected in 2020. They are playing a game of "run out the clock".

The 34 page dossier written in installments had multiple authors. Nellie Ohr, Glenn Simpson, Sidney Blumenthal, Cody Shearer, and Steele wrote it. There was no Russian involvement.
