Exactly. Employers hire illegals because they will work for less than citizens. If they can’t attract workers at $12/hr, they will simply have to raise the wages.
Often times businesses hire low level hispanic managers who then hire their kind. Shutting out blacks in particular from the job market. I saw this happen over and over at businesses in Oakland, CA 10-15 years ago.
