This ruling has nothing to do with favoring wealthy immigrants, it has to do with favoring productive, ambitious and self sufficient immigrants who do not want to be in the government dole for their entire lives.

Could these guidelines be expanded, to those whose children also draw from public funding, for schooling, free breakfasts and lunches, medical care, IRS tax credits, and so on?

Funds which go to anchor babies or immigrant children, are drawn from payments made by US citizen taxpayers.
