The Whitey Bulger lottery win wasn’t rigged before-hand. The winning ticket was extorted after the fact. Remember, when the results are published, the place where the ticket was purchase from is publicized.
They waited until someone in Southie actually won, and then the gang visited the winner, and said, “Oh, you accidentally got Whitey’s ticket. Here’s ten thousand bucks for your trouble, thanks for finding it.” More or less.
Reminds me of the scene where Murtaugh is informed full disclosure laws require telling prospective buyers about the guy he nailed.
