I am of the opinion that had he actually pointed a firearm at anyone, the charges would be much stiffer - something along the lines of assault with a deadly weapon.
The weakness of the charges indicates that the police have little to no evidence. I suspect that the charge was ordered by some higher up in order to provide “cover” for the response.
Remember, open carry is LEGAL. If the management did not want him to open carry in their store, they could have instructed him to leave.
All of us go to Walmart sometimes. We should try to buy American and avoid politically correct corporations, but some items from old fashioned American producers are hard to find or nonexistent. More of us should try to learn to produce or manufacture something and do it. Maybe, with the trade changes happening, some bright business and tech. students will graduate with a drive to start larger scale manufacturing a little more quickly.
After posting my question, I went back and looked at the photo several times until I finally realized those weren't protective sleeves of some sort but rather the fish you cited........sorry....LOL!

No charge of a terroristic threat exists on the books for simply carrying the weapon. The only thing can be said that is in light of recent events, he scared people, but that can not be proven as being his intent. His action, although extremely foolish and an embarrassment to lawful gun owners and CHL-licensed individuals, is not going to be prosecutable for what law enforcement says they are going to try to do. This foolish young man has caused everyone a lot of problems.
And he just happens to come from Portland, Oregon. If he was ‘just testing’ his 2nd amendment rights he wouldn’t be carrying that many rounds of ammunition. Dollars to donuts he’s an Antifa agitator.
