Treason?, Sedition?
The issue with treason is that it dpends on helping an enemy country, not an enemy political party. Generally, treason depends on being in a state of war, and having a traitor.
The issue with sedition is that all the sedition offenses require the actor to perform or advocate acts of violence. Overthrow of government by non-violent subterfuge is not sedition under the current criminal statute.

There is only a handful of criminal statutes in that Chapter. Take a moment to read all of them you think might apply.

Force Law and Legal Definition - "Force means power, violence, or pressure directed against a person or thing. Force is a compulsion by physical means or by legal requirement. "
There are ample examples of seditious activities that many in "intelligence" "community" perpetrated, any others within the previous (& even current) executive branch.
It's there, in spades.
The issue is, the political will (even within law enforcement & judiciary) to indict and imprison those involved.
Even though "force" includes compulsion by legal process according to some legal dictionary, I don't accept that "force" in the context of the criminal sedition statutes includes that.
The fact pattern here is the government committing sedition against itself! Government use of its own intelligence, foreign intelligence, actors in Congress and the courts, and technically legal warrants, even if based on bad information, are not illegal.
The government lies to the people all the time. That isn't a crime either.
When the legal process is inadequate, the people either accept the way things are, or move to political process. I am not optimistic in the long run. Our governments have grown to be so large and powerful that they cannot be fixed, and they are not going to fix themselves either. It is quite comfy to be part of the privileged class. Eventually the system just collapses as the people ignore their betters.

The Hatch Act prohibits partisan electioneering on government time, and none of the hoax or Hillary exoneration is electioneering. The Logan act prohibits trying to influence foreign governments contrary to US policy. The targets of this scheme are the US public and Trump personally, so no Logan Act violation.
Some things are just so far beyond the expected norms that Congress doesn't get around to criminalizing it. Further, one has to naive in the extreme to trust the government to follow the laws it passes to regulate itself.

Laws don't make a country. And it is illegal to conspire to overthrow, but only if by force.
It's ironic that laws don't prohibit exactly what you outlined. Abuse of power is not a crime unless it deprives somebody of a constitutional right. Nobody was deprived of their vote! Nobody in the general public was deprived of any constitutionally protected right. What the government did was use its institutions to perpetrate a political hoax on its own public. That is not criminal conduct.
Iraq and WMD. Remember the Maine! Gulf of Tonkin. All legal. So is misleading the public for purpose of throwing an election. The government most responsible for misleading the US electorate is the US government. Of course it aims to deny and deflect blame for that. Russia!!

I don’t think Smith-Mundt fits either. The mode of perpetrating this hoax was not via preparation of propaganda. It was official actions and leaks to the press, based on a known lie. No government funds were expended, beyond the usual overhead.

If I'm not mistaken I believe ohr and a few others got bonuses that year and/or raises. That is expenditures which would have to show it tied to their actions. That could be done by showing their job performance wasn't unusual to warrant such a bonus with the exception of these lies.
