I believe it is very typical of today’s FBI, from Deep State Wray down to your local field office.
I would bet that the FBI and CIA are full of 'pseudo-educated' eggheads with degrees unrelated to the work they're hired for, and who, in turn, hire more eggheads. The supposition is that 'if we get smart people, even without a law enforcement background, they'll be able to figure it out'. It would be an arrogant, dangerous, and stupid supposition.
