I think the end of the Mueller/Russia thing will free up his hands in a lot of areas. When there were still legs to the witch hunt, any frontal attack on the Left/Dems would look like political retaliation. But now it can be a clear law and order thing.
Also, I think sometimes the President uses tweets to bait the opposition into doing something dumb, or playing their hand early - the better to counter them or whack them.
