The guys that run the electrical facilities will only work for so long on the promise of “Next week you’ll get some food and toilet paper.”
It is probably similar to the nightmare scenarios of a flu pandemic. Once your own family is threatened with the flu (or starvation or riots) - are you going to go to work (and perhaps catch the flu), or do everything you can at home to help your loved ones?
Let them burn. I know folks are begging for us to intervene but as soon as we clean things up they'll be back to accusing us of interfering again.
Many people here know of Daniel Duquenal of the "Venezuela Blogspot". He has been documenting the disaster and is upset that President Trump has not sent military to help the people of Venezuela. As much as I appreciate Daniel's true journalism, I advocate this: DO NOT SHED ONE DROP OF AMERICAN BLOOD FOR THESE PEOPLE!
Socialism will utterly and completely destroy them so long as they are financially isolated from our enemies. If they are smart, the survivors will change their propensity to embrace South America Caudillo culture, change their ways and create a new model of freedom. That's the only intervention I would permit.
However NO MORE of those sacrificing our finest young men and women for an ungrateful people. They can grow up and figure it out for themselves for once.

Who, down there just had to have, and voted for their current form of governance? They have the goverment they deserve!
Put a wall around Venezuela and rename it to Museum of Socialism.
