We don't know yet, but I think that's the way to bet. It's the Third World way (and sad to say, often the First World way). The fact that PR is under the US umbrella doesn't change that.
According to recent words on what money has gone to PR. My memory may be of by several $million, but not by much. PR was voted around $49M, Trump says PR has gotten $90M. People who count this stuff say PR has received around $13M. This is really screwy math.
