Yours is an apples vs oranges comparison. The historical contexts of the American southwest and the land of the Uighurs are not similar at all.

“Latin” culture in the American southwest was as much a “colonial” transplant by the Spanish as the other Europeans into the area. Mexican culture, before the Spanish conquest, never extended more than 200 miles north of Mexico city. The native American tribes of the American southwest were invaded by the Spanish and the Mexican’s they brought with them.

The history of the area of the Uighurs is totally different. They were always there, BEFORE many Han ever were, and they remained the dominant majority, until gradually after 1949 the communists began their slow Han cultural genocide in the land of the Uighurs.

Ad thus China slowly and steadily eliminates the problem of the constant warfare with the horse riding steppe people, or at least that much of them. This was, I suspect always the Han's desired end irrespective of the dynasty or regime. For China centuries are as days are to our history.
