Gang violence reignites calls for army intervention in S. Africa's Cape Town

CAPE TOWN, July 8 (Xinhua) -- Calls re-emerged on Monday for the deployment of the army to help quell growing gang violence in South Africa's legislative capital of Cape Town.
This came after 13 people were shot dead over the weekend in what was believed to be gang-related violence. All the incidents took place in and around Philippi, an impoverished township gripped by gang violence for years.
The City of Cape Town and the whole Western Cape province are facing a crisis, said Albert Fritz, provincial minister for community safety. Between midnight Friday and early Monday, the province reported 55 unnatural deaths which resulted from gunshot wounds and sharp objects, 33 of which were in the Metro West region, according to Fritz. Compared with June last year when 344 alleged murder admissions were reported, there were 448 reported cases in June this year, he said. Of the 448 admissions, 369 were in the metro, Fritz said.
"The figures are deeply chilling and it is for this reason that I have called on SANDF (South African National Defense Force) to be immediately deployed to our communities," said Fritz. In the past, there had been repeated calls for the national government to deploy the army in communities gripped by gang violence. This is something that the national government needs to consider in a bid to bring peace to the areas, Fritz said.
However, Police Minister Bheki Cele turned down the idea of sending the army to help quell gang violence in Cape Town and other areas. The army is not trained to deal with civilians, and the rate of crime in the Western Cape has not reached the point that necessitates the deployment of the SANDF, he said late last month when he visited the family of a 34-year-old police officer who was shot dead in Lavender Hill, another gang violence-ridden area in Cape Town.
The city has been ravaged by gangs for a long time. Every year, dozens of people are killed in gang violence, prompting local authorities to call on the national government to send army troops to quell gangs. Late last year, President Cyril Ramaphosa launched an anti-gang unit in Cape Town to quell rising gang violence in the city.
