I believe the census is based on where you were living on a certain date. Tourists and travelers would be counted at their home. I suspect that college students would be counted where they were actually living on a certain date. They’ve been taking a census for a long time now, your scenarios have likely been dealt with. I’m pretty sure inmates in prisons are counted for where they actually are—prison—rather than where they came from.
