Is this part 1 of a two part solution, where if he get enjoined by some dopey judge (as is inevitable) then another approach will be used, per AG Barr’s comment? Or was Barr referring to an EO?

There's a obama-accomplice judge in Maryland - Hazel, who is working another track in case Trump manages to get the census question back on. Apparently there is a lawsuit there regarding some notes from a specialist "found" by an heir.
The claim is discrimination.
