Years ago we had what's called "The Big Dig" in Boston. It was a plan to lower part of the Interstate which went through the city to ease traffic and create "green space".It was originally estimated to cost around $2 billion.

Many people spoke against it...citing a cost estimate that was wildly understated.Even Barney Fag (aka: Barney Frank) said "it would be cheaper to raise the city than to lower the highway".

When finished it was learned that the final cost was,IIRC, closer to $10 billion.
