Why were the wages that much higher? I can see ‘double’... but this goes way beyond that...
The equipment is very expensive, the training as well and the Russian Navy want to reduce the risk that they will retire from their job that is very dangerous. (How many have died during training?) A high salary reduces the probability that some of them talks about their job.
Three submarines of the Russian Navy Novorossiysk, Rostov-on-Don and Stary Oskol carrying Kalibr cruise missiles were (are?) equipped with old Soviet batteries instead of imported, due to sanctions. This reduces their operating time under water to 48 - 72 h, instead of 5 days. This was noticed when they were based in Syria.

Losharik will likely be returned to service. In the meantime BS-64 has been exercising with a smaller battery powered submersible attached to her back, possibly as a surrogate. The state secret missions will go on.

MOSCOW, April 6. /TASS/. The Belgorod special-purpose nuclear submarine will serve in the Pacific Ocean after passing state trials and commissioning, a source close to Defense Ministry told TASS.
“According to preliminary information, the Belgorod submarine will serve in the Pacific Ocean after commissioning. However, it would be able to perform missions in any location of the World Ocean,” he said.
Earlier, a TASS source revealed that the Belgorod would enter state trials in May 2021. Another source disclosed that, in addition to the Poseidon nuclear drones, the submarine will carry the AS-15 deep-sea nuclear station.

The second carrier of the Poseidon drones the sub Khabarovsk is delayed again and is expexted to be delivered in the fall.
Both will carry 6 nuclear Poseidon drones.
