Yes it can. It’s the lime in it that does that. However having worked in construction a good part of my life and having mixed enough concrete and mortar to build The Great Wall of China I can tell you that when you take cement mix or mortar mix and add it or add milk and any kind of sugar the stuff won’t ‘’set up’’ (dry). When I was younger man and a laborer(and drinking) if some bricklayer got on my bad side I’d spill a little beer into the mortar he was using. The stuff would never set up.
