Not by the book.

However, as hard as we are squeezing them, it ought to be. The only thing stopping them from shooting a manned US asset is their fear of annihilation.

But eventually they will. They’re in a corner with no way out.

Depends on who is judging and the mechanism, doesn’t it? If we have an alliance and a UN resolution, it seems to be we have an agreement about who is in the right and who is the belligerent being sanctioned. refusing to buy or sell goods is a legal recourse . If we don’t have that buy in, then a blockade would be an act of war.
