Since I live in Illinois and follow the crime and murder rate in Chicago I can comment factually on this.
Your statement implies that the Chicago PD (CPD) knows who the shooter is to arrest them. Given CPD's clearance rate on shootings is bordering on 15%, the likelihood ANYONE gets arrested in a shooting incident in Chicago is pretty rare.
