Muellers garbage report was released two months ago and his investigation into Trump-Russia began over two years ago yet we still have not seen the unredacted scope memo Rosenstein penned in August 2017.
Shortly after Rosenstein hijacked the Justice Department from Jeff Sessions and became the de facto Attorney General, he penned his first scope memo on May 17, 2017 authorizing Robert Mueller to investigate the so-called (non-existent) Russian interference in the 2016 presidential election.
Deputy Attorney General Rod Rosenstein, authorized Mueller to investigate three areas: i) any links and/or coordination between the Russian government and individuals associated with the campaign of President Donald Trump; ii) any matters that arose or may arise directly from the investigation; [and] iii) any other matters within the scope of [obstruction of justice laws].
In the Spring of 2018, it was revealed that Rosenstein penned his second scope memo on August 2nd, 2017 and from what we have seen in the unredacted portions, he authorized Special Counsel Robert Mueller to investigate allegations that former Trump campaign chairman Paul Manafort committed a crime or crimes by colluding with Russian government officials with respect to the Russian governments efforts to interfere with the 2016 election for President of the United States, in violation of United States law, as well as allegations that Paul Manafort committed a crime or crimes arising out of payments he received from the Ukrainian government before and during the tenure of President Viktor Yanukovych.
Its important to note that Rosensteins scope memo giving Mueller authorization to hunt down Manafort was 2 weeks after the FBI raided Manaforts home looking for bank records.
To this day, that second scope memo is redacted and only a handful of lawmakers have seen it.

In early 2017, Sessions had been investigated for perjury and lying to the Senate Judiciary Committee during his confirmation hearing to be attorney general about his contacts with a Russian diplomat during the 2016 presidential campaign. Sessionss testimony was demonstrably misleading, but as the Mueller Report, released April 18, noted of its investigation of the matter: evidence was insufficient to obtain or sustain a conviction for perjury or false statements.
During my reporting for this story, I spoke to more than half a dozen current and former federal law enforcement officials and criminal defense attorneys, with no direct involvement in the Mueller investigation. They told me that any skilled and experienced attorney would, in the case of an interview of such consequence, have asked the special counsels office beforehand whether their client was a witness, subject, or target of the investigation. Sessionss attorney, Chuck Cooper, had been an assistant attorney general for the Office of Legal Counsel during the Reagan administration, and has over thirty-five years of legal experience. I could not learn if he asked the special counsel about Sessionss status before he was interviewed, and if he did, what he was told. The special counsel declined to comment, and Cooper also refused to disclose this information or to comment on any other matter reported here.
A witness to a federal criminal investigation is a person not under investigation themselves, but who may have valuable information for the authorities. A subject of an investigation is someone under suspicion, but who the government wants to investigate further to see if there is evidence of a provable crime. The Justice Department defines a target as a person as to whom the prosecutor or the grand jury has substantial evidence linking him or her to the commission of a crime and who, in the judgment of the prosecutor, is a putative defendant.
