It is crude oil production in particular in which the US became top in the world under Trump, according to the EIA: it surpassed Saudi Arabia and Russia in 2018.

It sounds like what happens is that when the US imports crude oil, and then refines it, it counts as domestic production of petroleum hydrocarbons.

Our Domestic production has increased from a low of about 5.8 million bbls in the last 15 years daily to about 11 million bbls daily, mainly because of new technology with shale oil and gas. If you recall, the Obama admin fought shale development every where they could. The great state of New York has opted out of it totally, even though they are going bankrupt. They are passing a bill this week to be totally non carbon in 20 years. Maybe we producing States might be willing to sell them some (at the right price.)
