Hollowpoints are very nice for lower caliber weapons. There is a good chance you will miss with a .45 if you have to grab it and use it under stress. A hollowpoint in a .38 or a .22 will give you a surer shot with less kick.
That's reason #1 why they are very popular with LEOs. There is also a big reduction in potential collateral damage for the aforementioned reason.
