I caught a portion of the recent debate during the primary - Kenney was bragging that under his administration stop and frisk had been reduced by ninety percent - the other two were promising that if elected they would abolish it completely - and only a few minutes later they were all struggling to come up with a solution to the rising crime wave in Philly - a real bunch of nitwits......

I’m going to guess it’s more of a issue with the mayor throwing the police under the bus so they refused to be proactive and basically just let s#*^ happen And respond to the call afterwards to document the mess.
