The U.S. Court of Appeals for the Ninth Circuit has jurisdiction over Alaska, Arizona, California, Hawaii, Idaho, Montana, Nevada, Oregon, Washington, and Guam and the Northern Mariana Islands.
Idaho U.S. Sens. Mike Crapo and Jim Risch, both Republicans, say this is too much territory and the court is overloaded with cases.
The 9th U.S. Circuit Court of Appeals is the largest in the nation, covering 20 percent of its population, according to Crapo. It accounts for nearly a third of all pending federal appeals and takes an average of 13 months to decide a case, which is almost five months more than the national average, Crapo says.
The San Francisco-based court has long been a target of Republican lawmakers and presidents, and a recent target of President Donald Trump. They all claim it is too liberal.

It will never get past the House.
Probably worked during the goldrush days.
The Ninth Circus needs to be neutered. The leftist political decisions they CONSTANTLY make are very bad for this country.
Good for Idaho for trying.
The House has to approve? If thats true it sure begs the question, why the hell wasnt this done when we had both houses. Another gift from that worthless POS Ryan.

If Trump manages to place a conservative majority in the Ninth, the Democrats will discover an urgent need to split it up.
It seems ALL the blood drains from the b.lls of Rs once they ACTUALLY HAVE a majority.
Would be nice though.
“Another gift from that worthless POS Ryan.”
It quickly became glaringly obvious why Romney chose Ryan as his running mate...two of a rotten, back-stabbing kind.
Many of us notice that the Repukes only get balls enough to submit a bill like this, is when they Know that it has no chance to pass. When they are the majority, they wouldn’t submit or pass any kind of conservative bills. Its the UNIPARTY.
And they fooled me until Trump because president.
Better late than never to waking up to the uniparty.
I thank Ryan for FULLY making me see the reality of Washington.
Might be a case of “be careful what you ask for. It would take quite some time to get this done, even if congress approved it. 50/50 chance that newly created vacancies would be filled by a democrat...
Ah, more ‘red meat’ for the base ala ‘O’Care repeal’: can submit/pass any # of bills that would never pass the majority but, once in full control of Congress again, fail to even be acknowledged\re-submitted.
It’s not the ‘stupid party’ for nothing. The base will keep pulling that same lever
I am of the opinion that the 9th should cover California, Arizona and Nevada. The rest of the states currently under the 9th, and the pacific islands should be moved to a new circuit court.
The current 9th circuit should be for California alone, and the rest of its jurisdiction placed in a new court. That simple move should decently split the work load, given the size comparison of California in all its dimensions to combination of the rest of the states covered by the ninth circuit.
Or, the ‘don’t piss the bad guys off’ party.
Nicely put!
Bingo! The federal courts were probably last adjusted back then. The West has experienced a bit of growth since (tongue in cheek there).
Nah, put the 9th in charge of Sacramento, Los Angeles, San Francisco, Portland and Seattle. Nothing more.
