Ask all 535 members if he/she is party to any non-disclosure agreements.
I would guess most, if not all of them, are. If they're part of most larger business, they probably have/are under NDA for trade secrets. If they work for a company that does government contracts, they possibly have. If they have a TS (maybe even just secret, I don't remember), they signed an NDA. If they're a FedGov worker, they probably did.
NDAs are all over government and business.
