Sheriff Clark has a pretty good read on whats happening here. But Im going to show why his solutions cant and wont be implemented.
Johnson needs to implement stop, question and frisk.
This is forbidden by a stupid consent decree that Johnson signed off on. President Trump tossed it out on the Federal level but it was implemented almost verbatim by the State Attorney General Lisa Madigan. Yes, that Lisa Madigan. The one whose dad is under Federal indictment for corruption. See how it works?
He needs to aggressively conduct warrant sweeps for all known gang members and debrief everyone arrested to gain more information.
That is a fine idea. But CPD doesnt have the manpower to do it effectively and it would most likely spark a shooting war with the gangs. Not to mention that the arrestees would be back on the streets in hours due to the absolutely criminally irresponsible Judges. Ill get to that in a moment.
He needs to work with the Department of Probation and Parole to search homes and vehicles for drugs and weapons.
Another fine idea. But that Department is shot through with patronage hires who wouldnt leave their offices at bayonet point.
He needs to get a commitment from prosecutors and judges for high bail to keep these miscreants off the street for the longest period allowable by law.

Increasing traffic stop activity in high violence areas is another essential proactive approach Johnson can implement.
Another fine idea. And it would probably help if the CPD had another 500 or so officers to pull it off. But the mayor has them sitting on Lake Shore Drive with their thumbs up there backsides. Scroll down a bit to see it for yourself:

The only way to seriously tamp down the mindless violence in Chicago is to call out the National Guard and deputize them with powers of arrest. Put a company of trigger pullers into each of the dozen or so neighborhoods that are killing fields. Give them laptops with pictures of the wanted. Authorize them to stop and frisk. Any felon caught with a firearm goes directly to the Federal system. Bypass the local joke judges entirely.
Pin an ATF Agent to each squad and arrest them on the spot. Dont send them to County Jail, send them straight to MCC and plunk their asses in front of a Federal Judge. When word gets out that theyre looking at 5 years in Federal prison with zero chance of parole things will calm down.
At least for a while anyway.
But all this is moot because the REAL problem in Chicago is 4 generations of feral YBMs who have never been taught civilization. And absolutely no one in a position of real authority will dare mention that.
So the killings will go on and on and on.

The municipal administration in Chicago has made it clear it will not support the police in any confrontation with the denizens of that star-crossed town.
So the police have pulled back. Kind of like LAPD did during the Rodney King riots — but this is an ongoing situation.
Yep, in Chicago the job of the police is not to stop the gangs or the violence, just to sequester it and keep it in the ghetto as much as possible, and keep downtown, the Gold Coast and the Northside neighborhoods from being overrun.
