The SOP of standing around and waiting for swat or other units to respond was changed almost immediately after the columbine shooting. If the coward county sheriffs office was still following that outdated procedure then the sheriff himself needs to be charged, IMHO.
If Peterson just fired his weapon in the air the popping sound would have given the killer pause.
