What is going on now goes far beyond normal human conduct in our historical experience. The 1883 Pendleton Act provided that Federal Government jobs be awarded on the basis of merit and that Government employees be selected through competitive exams. It was meant to replace the spoils system and provide us with a permanent, competent civil service. The un-elected bureaucracy now has the tools to impose its will on our political system. Deep State is a reality. And one political party, the party of Big Government, has no desire to rein it in.
