I remember my Father who was in the Combat Engineers in WWII, said TNT was safe to handle and use.

The blast occurred at the Kristall factory aka JSC GosNII Kristall Research institute in Dzerzhinsk, Russia.
They are primarily R&R and testing.
The Kristall plant also produces the explosive component of the FAB-500 M-62 High Explosive Bomb.
