I'm thinking this is a made up story for Kim to save face.
This allows him to blame some now dead underling for the botched earlier summit and frees him up to make a deal. He can even say it is the deal he originally wanted if not for the screwup of the now dead underling.

Someone needs to explain how these things work to Rocket Man.He does something positive...we loosen sanctions a bit.he does something positive and bigger...we loosen them a bit more.
It goes back and forth like that until he's been shown,by reliable and credible inspectors who've had *full* access to *every square inch* of the country,to have completely ditched his nukes and the sanctions are dropped completely.
