The Director of the FBI, since the death of J.Edgar Hoover, has always been selected from without the FBI, it seems mostly from the ranks of the DOJ.
The one greatest change to be made to the FBI is to select their director from within the FBI - either active or retired. The problems that have occurred IMO have been centered in and around the headquarters where all of the appointed types are assigned.
I am an upper octogenarian and in my younger days had occasion to work on a number of times with the FBI and they are damn good. Their senior people would be a great pool from which to select their leader - not a politician.
