Well, it certainly elevates the cabal’s activities up to another level. It may come down to seeing what the foreign motivations were and how deep they went. Barr probably has a pretty good idea about that by now.

Only if you want to declare those countries to be our enemies. "Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason ..."
