Either that’s a lie or they ain’t doing it right. Florida’s #1 source of revenue is tourism. #2 is the justice and incarceration system. Fedgov pays states pretty good money for each person they have incarcerated. Florida ends up making a profit from it, plus add in all the fines and traffic citations,($3-400 speeding tickets) and it becomes pretty lucrative.
It is probably true about the cost.
