This happened during the April 9, 2019, hearing before a House Appropriations subcommittee regarding the fiscal year 2020 budget request for the Justice Department. The lady in blue is Michigan 14th District Representative Brenda Lawrence.
As Barr was taking the cap off the bottle, Lawrence was saying, “. . . but you just said, when it came to the ACA ruling that you gave, that the President was very clear that he opposed it and so let it work out in legislation.”
Barr interrupted, saying: “I didn’t say”
To which Lawrence responds: “Let me finish my question . . .
So Barr stops talking and starts to take a sip of water as Lawrence continues, saying, “ . . . because that’s what I heard. Maybe you need to clarify.”
This is the point where Barr shrugs.

The only thing missing was an upraised middle finger on the Attorney General’s part.
That being said his reaction was hilarious.
