Don't kid yourself. In practice "merit" just means that they're willing to do some job for a lower wage than Americans, whether they're H1B white collar workers from India or unskilled/semi-skilled "guest workers" from Mexico and Central America.
It increases “diversity” immigration.
And is otherwise horrid, without deportations and with illegal immigration higher than ever, it just shifts legal immigration around from false claims that we need more workers. No, we don’t. We need for our workers to earn more, which this ongoing influx constantly undermines.
