This is significant. Regardless what FR-er's may think of Murkowski she is on the cutting edge via her Senate committee assignments in regards to promoting Nuclear including Gen 4 Reactors and the Lithium Supply Chain here in America. On the ladder she has shown up a great deal in the media over the last 2 months. A curious partner is a Senator from North Dakota a fracking state. Due your own Due Diligence, processes are being developed to extract Li-Ion from the water being used in Fracking as it is being picked up after it is pumped out. The bigger question is this also related to PDJT's hardball with the ChiCom's given they are now the dominate Battery supplier at this moment for EV's, something like 60%? Is this a desire to keep the big three relevant and not reliant on the ChiCom's and give them a stable product / supplier base and not be beholden to them as we head into 2020? I ask that. Other great articles that again I will link to to stay out of the mod's cross hair's and I do not say that disrespectfully, this whole copyright thing is a stick wicket.

Rare earth minerals really arent rare.
There is a difference between provable reserves and reality across all other locations.
It just means we need to test more ground for components.

The price of lithium is predicted to go down 50% over the next three years. Lithium is abundant in the Earth’s crust and thanks to capitalism there will be many new producers.

The big growth is coming in nickel and cobalt as the next generation batteries will favor these over lithium. There is plenty of both metals in north america.
