Mifsud planted the story of Russian holding Hillary’s erased emails in March 2016 and then Halper, Downer, etc. tried to harvest it by saying that Papadopoulos got the info from a Russian agent, i.e., Mifsud, thus linking the Trump campaign to the Russians. The Trump Tower meeting was a similar setup.
The surveillance of Trump and his campaign by the USG probably goes back to June 2015 when he announced his candidacy. The Russian collusion hoax was just a cover for the Deep State cabal to justify what they were doing. FISA abuse was going on for years along with the use of NSA data by contractors.
