No offense, but you don’t even know what you’re talking about. Since the mid-90s the Federal gas tax has been fully allocated to transportation funding. The problem is that inflation and improved fuel efficiency have eroded the value of the fuel tax revenue over time — even as the needs for this revenue have grown.
