Joshua Peoples, 38, said his brother served in the Army in Afghanistan. When he returned, he experienced Post Traumatic Stress Disorder and was in a mental hospital for a year in 2015, he said. His brother was taking medication — “something to keep his mood right” — but he said he didn’t know what kind.

Isaiah Peoples works as an accountant and grew up in Union City where he went to high school, the brother said. Requests for comment from the Army were not immediately returned.

Per my above link, the perp worked/s for something called the Western Region Defense Contractors Audit Agency, headquartered in Virginia, as an auditor in the Sunnyvale area, and that the perp remains an active employee.
