They can just take time stamped photos of each vehicle and match them up later.

But the reason for the chalk is that there are no meters on parking spots where the parking police chalk the tires.

So if there is no meter there, then why is it illegal to park there for more than say, an hour? Is there a sign on the sidewalk that says, "Max parking time, 1 hour"...or 30 minutes? If not, put one there. Then simply record the license plate number and then check back as usual. Chalking is the lazy way.

Or, here's a thought...put up more parking meters.
