Yes, a classic Obongo denial.
It places him on one of two different levels:
--1) Either he is incredibly stupid and didn't see the treasonous goings on by his minions all around him, or..

My money is on the second door. He's no dummy but he had all his chips riding on Killary and as Sundance points out, they needed a cover for the rampant spying that his intelligence community and staffers were participating in continuously for years leading up to the 2016 election.
The dirty dossier was the "insurance policy" which they might need if that long shot Trump actually won the election. With the help of the DNC and the Lame Stream Media it was supposed to hog tie Trump and ultimately get him out of office.
