Looked more like a flashlight - why would an electrical short manifest on the front side of a person - who then walks away?
The video looks to have been taken during daylight hours, which argues against it being a flashlight.
I guess it could have been a momentary reflection of sunlight, but I'm not sure where the sun was at the time.
