IMO this could be evidence used in a CLASS ACTION LAWSUIT BY TAXPAYERS AGAINST FEDERAL & STATE LEGISLATORS & MLTIPLE STATE & FEDERAL AGENCIES who have misappropriated & misspent taxpayer funds.
