Exactly whatis a criminal referral? If there’s a criminal referral on someone, where does it go from there? Anywhere? Or does it mean, “You’re very bad”, and that’s where it ends - like a censure? Can it result in prosecution and prison time?
A pretense of action. It means nothing by itself.
Indictment and arrest on charges is what counts. We are not seeing any of that. So it means it is just a show to pacify the angry citizens until something else distracts them.
