It is possible, as Scott pointed out. The President now has other pots of money he can use, besides the one with Cuellar’s restrictions.
Cuellar did insert language into the Appropriation Bill , that excluded using any of the money to build barrier in the Bentsen RG State Park, the National Butterfly Center, La Lomita Chapel and the Santa Ana Wildlife Reserve. It also required coordination/approval from five local communities to build there. That included Roma and La Grulla, which apparently had someone say no.
I guess it comes down to what the threat situation really is (the Administration will have much better info), and just how confrontational they want to be. They might well welcome having this fight going on during the election next year, to highlight how Trump and the Republicans are fighting to secure the border, against Democrats seeking open borders.
If I were Trump, I’d wall off Roma and LaGrulla. Just build the wall back a ways and connect it’s ends to the existing wall on the border. These two “towns” are probably Mexican $hitholes anyway!
Wait til the smugglers and illegals tromp through the “ecologically sensitive” areas, leaving trash, blankets, and who knows what around.
