Russia won a dispute about national security at the World Trade Organization on Friday, in a ruling over a Ukrainian railway dispute that may also lend support to global automobile tariffs that could be imposed by U.S. President Donald Trump.

The assumption that tariffs are between two countries is why most pundits fail to understand how they can be used. When you are a low cost labor provider there are several countries ready to step in and take your place when a tariff makes you no longer the lowest cost provider.

Tariffs are the only way to go. You promote foreign economies but you raise your infrastructure with their economy instead of penalizing your own citizens building your economy.
This was a fundamental tenet of the Founding of America.
