Generally speaking, “entrapment” requires the police to OFFER illegal services. Surveillance of an illegal activity does not constitute entrapment. Allowing an illegal activity / operation to continue, likewise, is not entrapment.

Is it perfectly legal to surveil and record naked people secretly? It was legal in the former East Germany.
