Bill didn't have the creep factor. The perception was that he was a ladies man, women swooned, men support him because they were envious.
I think Joe’s problem is different and could be the result of brain cancer issues.
He really seems to have no impulse control when common sense would tell him you don’t do this to children in front of cameras.
I think the Dems got away with excusing his behavior until they wanted him out.
